I couldn’t reproduce the issue. I see the card when I hover over mdvirus. Which web browser are you using? Do you see the floating cards when you hover over handles in the submission list (and other pages)?
Training contests do not get Community topics.
I am using Chromium 74 on Debian and yes I can see the user info cards correctly. To reproduce the issue, you have to hover over every character of the hyperlink from first to last or from last to first.
And yes, I am still facing the problem.
